Alameda County provides rental relief via its Alameda County Housing Secure (ACHS) consortium

On August 18 (Wednesday), an online ethnic media briefing (Virtual Event Via Zoom) was facilitated by moderator Odette Alcazaren-Keeley, President and Co-Founder of Global Media X to discuss the latest updates about the Emergency Rental Assistance Program [ERAP] in Alameda County, that aims to help communities of color and immigrant tenants and landlords impacted by the pandemic.

Panelists Jennifer Pierce (Alameda County), Monique Berlanga (Centro Legal de la Raza), Cookie Robles -Wong (City of Oakland), Paula Manczuk-Hannay (City of Fremont), Eric Magana (Eviction Defense Center), and Rona Popal (Afghanistan Alliance) provided key information about the Alameda County-administered ERAP, as well as the other ERAP programs of Oakland Fremont. ERAP beneficiaries then provided testimonies about their experience with this crucial safety net program .

During the briefing, the panelists gave an explanation of the number of applications processed to date, the progress of the funds disbursed to date of ERAP and its current status.

The panelists shared how the Emergency Rent Assistance Program (ERAP) was addressing gaps, including increasing access and ensuring an equitable distribution of funds.

The tenant who spoke at the online briefing, said it took three months to fill out and submit the application, and after that,she was only able to receive the subsidy after two.

She thanked the county for the grant, which allowed her to sustain her family's survival during the COVID-19 pandemic.

The county's policy makers and community leaders have voiced diverse opinions about the interests of communities of color disproportionately threatened by the current crisis and explained how ERAP can help.

Jennifer Pearce (Alameda County) said, “In Alameda County, those from low-income and vulnerable populations including communities of color continue to be impacted by the economic aftermath of the COVID-19 pandemic and widespread housing inequality.” That's why, she explained this is the reason why the county is expanding its resources to meet these needs.” She also added that the number of forced evictions is lower in Alameda County than in other counties. She said they work with 24 community organizations through the program to delay the forced eviction of tenants as much as possible.

ERAP is a safety net program that provides funds to income-eligible households in the county to pay up to 15 months of rent and utilities. Landlords whose tenants are eligible for ERAP can also apply, but small rental landlords with fewer than five rental units are also encouraged to apply.

The total number of households whose rent was delayed in January was 33,978, of which 87% were people of color.

Panelists shared how they are addressing gaps in the program, including increasing access and ensuring an equitable distribution of funds. Beneficiaries from a variety of backgrounds shared their experiences with the program.

Alameda County's ERAP is its COVID-19 Rent Relief Program. For landlords who are unable to pay rent or essential living expenses due to COVID-19, or who are losing income because they do not receive rent, Alameda County Housing Secure's (ACHS) Emergency Rent Assistance Program (ERAP) helps reduce overdue rent and future rents. It helps people and families who are vulnerable to pay for the necessities of life. Oakland and Fremont residents are excluded. The reason is that both cities are operating their own emergency rental assistance programs. To qualify for financial assistance through Alameda County's Emergency Response Rental Assistance Program [ERAP], you must meet the following requirements:

1. Tenant and household income must not exceed 80% of AMI (Area Middle Income).

2. Applicable to tenants who are homeless or at risk of experiencing housing instability. They are the county's biggest priority right now.

3. This applies to tenants receiving unemployment benefits due to COVID-19, or households that have experienced reduced household income, or tenants who have significantly increased costs or are facing other financial hardship due to COVID-19. Residents who meet the criteria above can get advice or assistance by visiting the Alameda County website at ac-housingsecure.org or by calling 211.

As of August 16, Alameda County's ERAP (Emergency Responsibility Assistance Program) applications were approved for 827 ($12,474,300 in total) out of a total of 5,404 ($100,136,361 requests for financial assistance). The average grant is $15,084 per application, with a total of 4,577 applications being considered or pending.

As of August 16, out of a total of 2,410 applications, Oakland City had 852 approved, 630 pending, and 948 pending. By race, 914 cases were black, 522 cases were Latino, 115 cases were Asian, 211 cases were white, 161 cases of mixed race, and 264 cases were refugees.

As of July 20, the total ERAP is $10,238,703 -- the approved amount is $5,591,130 (54.6%), and the remaining available amount is $4,645573 (45.4%).
